The Chairman of the Verkhovna Rada of Ukraine Volodymyr Rybak noted that the state needs clear and consistent law-making policy of the Government and the Parliament which should result in systematic bills aiming at maintaining fulfillment of Sate Program for activating development of economy for 2013-2014. The Program was adopted during the extended meeting of the Cabinet of Ministers of Ukraine with participation of the President of Ukraine Viktor Yanukovych on February 27 this year.
On Thursday, speaking before the representatives of local authorities and local self government bodies of Zaporizhzhya region, Volodymyr Rybak drew attention to the statement by the President of Ukraine Viktor Yanukovych in regard to the fact that reforms shall continue, until successfully fulfilled.
According to the Chairman of the Parliament, the Head of the State stressed reconsideration of the State Budget. “Amendments to the current State Budget shall be considered in the Parliament, following the results of the first a quarter of a year. The draft decision to allocate UAH 1 billion 400 million for the needs of regions is already prepared,” he said, adding that “the President believes that at least 50 % of additional revenues to the State Budget shall be allocated to the needs of regions”.
Volodymyr Rybak claimed that improvement of citizens’ life should be the essence of activity of all governmental structures and institutions in the country, and especially of local authorities and local self government.
Particularly, the Chairman of the Verkhovna Rada expressed conviction that “today, we should do our best for the development of children, for them to have proper upbringing and medical care, as well as education”. “The future of Ukraine should be put in the first place and we should invest in our children,” he said.
The Chairman of the Parliament spoke on several topical problems, particularly, reforming of medical and educational spheres.
Volodymyr Rybak named construction and purchase of affordable housing, as well as maintenance of decent level of social assistance to the most socially vulnerable categories of citizens to be among the top priority tasks.
“Social guarantees for such categories of socially vulnerable and unprotected categories of citizens like families with children, low-income families, children with disabilities, veterans of war and labor, and people affected by the Chornobyl disaster, etc will be increased,” claimed Volodymyr Rybak.
“We cannot allow that social protection, medical care, environmental protection, science, education and culture be funded far inferior to need, especially in view of current level of life of our fellow citizens,” he said, adding that “the state should, on the one hand, help those, who cannot do without external support, but, at the same time, it should create proper conditions for active and able-bodied part of population to make provision for themselves”.
“The President of Ukraine determined adoption of legislative acts aiming at creation of new work places, as well as stimulation of production and salary increase to be the primarily tasks for the Parliament including,” he said
“We can see that there are still a lot of problems. The main way to settle them is to reform the economy. If there is a strong foundation and reliable economic basis, there will be strong Ukrainian state,” summed Volodymyr Rybak.
